Abstract

Sexual violence against children is a crime that destroys the future of the nation's generation and is a serious concern for law enforcement officials and child protection agencies. Sidoarjo Regency is one of the areas with a high rate of sexual violence against children every year. This study aims to investigate how the implementation of legal protection for child victims of sexual violence is carried out by the Regional Technical Implementation Unit for Women and Child Protection (UPTD PPA) in Sidoarjo Regency, as well as the challenges and efforts undertaken by the institution in providing legal protection. This study uses a legal-empirical method with a sociological approach and a case study approach. Data collection techniques include interviews, observations, and document reviews. The results of the study indicate that the UPTD PPA of Sidoarjo Regency has implemented protection mechanisms in accordance with applicable regulations through services such as counseling, outreach, mediation, temporary shelter, and complaint handling. However, in its implementation, the UPTD PPA still faces challenges such as limited facilities and infrastructure, as well as a shortage of support staff. Therefore, institutional capacity building and improved inter-sectoral coordination are needed to achieve optimal legal protection for children who are victims of sexual violence.
