Abstract

This study aims to analyze the implementation of health rights fulfillment for female inmates, along with the obstacles and solutions, at the Class IIA Women's Correctional Facility in Surabaya in accordance with Human Rights (HAM) and the prevailing laws and regulations in Indonesia. The research employs an empirical legal method using a stratified legal approach, which involves the author’s interpretation and analysis of legislation based on the socioeconomic levels of society. The results show that the fulfillment of health rights for pregnant female inmates at the Class IIA Women’s Correctional Facility in Surabaya is not yet fully optimal, despite existing regulations. Various challenges persist, such as limited medical facilities, lack of healthcare personnel, absence of psychosocial services, and inadequate access to proper nutrition and sanitation. Insufficient budget and health insurance further hinder the delivery of comprehensive healthcare services. Therefore, improvements in service systems and increased budgetary support are needed to ensure the fulfillment of the basic health rights of pregnant female inmates in accordance with human rights standards.
