Abstract

Abstract This paper seeks to answer the question: How does the Riyadh Masters tournament function as part of Saudi Arabia’s public diplomacy agenda? The discussion focuses on how Saudi Arabia utilizes the Riyadh Masters—a Dota 2 tournament that forms part of the larger Esports World Cup (EWC)—as a strategic move to support the broader goals of Saudi Vision 2030. First launched in 2022, the event not only places Saudi Arabia on the competitive Dota 2 map but also creates economic opportunities through foreign investment, tourism, and international partnerships. The tournament is examined through the lens of public diplomacy practices using a qualitative method, drawing from academic journals, factual news reports, and official government statements. The analysis is grounded in Nicholas J. Cull’s (2008) public diplomacy framework to evaluate how the Saudi government uses events like the Riyadh Masters to promote openness and engagement with the international community. This study argues that the 2022–2023 Riyadh Masters represents a deliberate public diplomacy initiative by the Saudi government.
