Abstract

This study discusses the role of Friends of Indonesia (FOI) as an Indonesian diaspora institution in carrying out citizen diplomacy practices in San Francisco during the period 2022–2024. FOI actively introduces Indonesian culture through annual cultural activities, cooperation with the Consulate General of the Republic of Indonesia, and collaboration with UMKM and local organizations. This study uses a descriptive qualitative approach with data collection techniques in the form of interviews and literature studies. The theory of citizen diplomacy developed by Paul Sharp forms the basis of the analysis, particularly through five typologies of citizen diplomacy: go-between messenger, representative for a sectoral, regional, or local economic interest, lobbyist or advocate for a particular cause, subverter or transformer of existing policies and/or political arrangements, and autonomous agent in international relations. The results of the study show that FOI has successfully implemented all five typologies through activities such as the “Indonesian Bazaar,” cross-cultural education programs, social and cultural campaigns such as “Kebaya Goes to UNESCO,” and participation in international community events. FOI contributes to strengthening Indonesia's image on the global stage and expanding inclusive non-formal diplomacy. This research emphasizes the importance of diaspora involvement in public diplomacy and shows that citizen diplomacy can be an effective complement to state diplomacy.
