Abstract
Gender-based violence is a structural issue that has serious impacts on women and girls, particularly in regions where patriarchal norms prevail and access to services is limited. Addressing this issue requires support from external actors, such as international organizations. UN Women is an international organization whose mission is to promote women's empowerment, eliminate gender-based violence, and advance gender equality. In tackling this issue, UN Women adopts a management approach grounded in international organizational theory and its practical implementation. This management approach is carried out through three key agendas: monitoring, problem-solving, and capacity building. UN Women conducts monitoring by developing data platforms, visiting local communities, and establishing oversight committees. In the problem-solving agenda, UN Women collaborates with other international organizations to create healthcare services and provides expert assistance to address harmful traditional practices. Finally, in the capacity-building agenda, UN Women implements awareness-raising programs aimed at strengthening government institutions and provides non-formal education services as well as vocational training. This study employs a qualitative descriptive method and utilizes secondary data sources, such as press releases and activity highlights from UN Women and the Spotlight Initiative from 2019 to 2024. These data were obtained from news articles, academic journals, and the official websites of UN Women Nigeria, the Spotlight Initiative, and the Nigerian government. Thus, this research aims to explain the policy implementation carried out by UN Women through the Spotlight Initiative program in addressing gender-based violence in Nigeria during the period of 2019 to 2024.
