Abstract
The impact of climate change is turning into a serious threat, especially for countries with geographical areas that are highly affected by rising seas due to the melting of the global icebergs in the Arctic. Tuvalu as the fourth smallest country in the world located in the Pacific region is facing an emergency situation due to climate change. Sea water rise that continues to increase every year threatens the existence of the people's lives ranging from the crisis of lack of clean water to housing for the people of Tuvalu. The lack of international attention to the urgency, The Government of Tuvalu took securitization action with the United Nations Development Programme (UNDP) through the implementation of the Tuvalu Coastal Adaptation Project (TCAP) in 2012-2024. The securitization was implemented on three of the nine islands in Tuvalu, namely Funafuti, Nanumea, and Nanumaga. The main focus in the implementation of TCAP is to establish a coastal protection adaptation mechanism through human resources, strengthening government institutions, and developing financial mechanisms as a form of adaptation with regular monitoring. Through TCAP, UNDP's presence is not only as a facilitator but as a securitization actor with the Tuvalu Government in finding solutions to the issues faced by the People's of Tuvalu. Then there are speech acts carried out by the Tuvalu Government during the implementation of the TCAP, which has been formed with the UNDP. The results of this study found that the securitization process by UNDP and the Tuvalu Government through TCAP can be implemented successfully and has an impact not only on the people of Tuvalu. The argument is formulated through the stages of analysis carried out with descriptive qualitative research methods, using secondary data through journals, news, articles, and official websites of UNDP and TCAP.
