Abstract
Agricultural development in Indonesia is considered an important part of economic development, especially when the agricultural sector has become the savior of the national economy because of its positive growth, while other sectors have negative growth. This study aims to analyze the performance of the agricultural and non-agricultural sectors in East Java Province, analyze the performance of the agricultural and non-agricultural sectors in East Java Province in the future, identify factors that determine changes in the performance of the non-agricultural sector in East Java Province, and analyze the performance of the agricultural sector during the Covid-19 Pandemic. The data analysis method used is Location Quotient (LQ), Dynamic Location Quotient (DLQ), and Shift Share analysis. The results of this study indicate that the performance of the agricultural sector is a non-base sector with an LQ value of 0.832. Similarly, the performance of the agricultural sector in the future, which has the potential to still become a non-base sector with a DLQ value of 0.009. The economic sectors experiencing changes in performance are the mining and quarrying sector; water supply, waste management, waste and recycling sectors; information and communication sector; and the real estate sector. The factor that determines changes in the performance of the mining and quarrying sector and the real estate sector is the location factor because it has an LSS value greater than the SSS value. The factor that determines changes in performance in the water supply, waste management, waste and recycling sector and the information and communication sector is the economic structure factor because it has an SSS value greater than the LSS value. The performance of the agricultural sector in East Java was good before the Covid-19 pandemic and during the Covid-19 pandemic it was a nonbasic sector. Marked by the results of the LQ analysis which has a value of less than 1. This shows that the performance of the agricultural sector is not able to meet the needs of the East Java population both before the Covid-19 pandemic and during the Covid-19 pandemic.
