Abstract

The importance of K3 in the tugboat bunkering process is not only limited to the safety aspect, but also has a direct impact on the readiness of the ship. Good K3 implementation ensures that the bunkering is carried out in accordance with existing procedures. In addition, with good K3 implementation it will support the operation of the ship that has carried out the bunkering so that the ship can continue to operate effectively in supporting various maritime transportation needs. The research method used is the HIRADC (Hazard Identification Risk Assessment Determining Control) method. HIRADC is one of the methods in risk management. For data collection techniques in this study using field observations, interviews, and from company data. In this data analysis and discussion, an analysis will be carried out from the data processing that has been carried out, namely identifying potential risk values ​​and considering risk rankings to determine priorities and control methods. After data analysis and discussion, the next step is to draw conclusions from the data analysis that has been done. In the process of filling the ship's fuel (Bunker), various hazards or risks can arise throughout the activity stages. Hazard identification involves recognizing and documenting various potential elements that can cause accidents or health problems. For example, slipping, being trapped, or being hit by a fuel pump hose during the bunkering process are also aspects that need to be identified as hazards. The work activity identified in this study is the ship's bunkering activity, then a risk assessment of the work activity is carried out, then determining the necessary hazard and risk controls with the aim of preventing accidents. Data processing will be carried out using the HIRADC method. These steps will later become input and suggestions to be implemented at PT Pelindo Marine Service as a reference for determining steps to overcome work accidents that occur. Identification of hazards in ship bunkering activities is important for designing effective prevention strategies and ensuring the implementation of appropriate safety measures. For example, if there is a risk of slipping and falling, steps such as special training for operators, use of PPE, and strict implementation of SOPs can be taken to reduce the risk of accidents.
