Abstract

Energy dependence is an important factor in shaping a country's foreign policy, especially for energy importing countries like Italy. This thesis analyzes how Italy's energy dependence on Azerbaijan affects its foreign policy in the Nagorno-Karabakh conflict. Using the 4A's framework (Availability, Accessibility, Affordability, and Acceptability), this research evaluates Azerbaijan's strategic role in Italy's energy security. The analysis shows that Italy relies on Azerbaijan as a major gas supplier through the Trans Adriatic Pipeline (TAP), which has become an important part of Italy's energy diversification strategy after the reduction of supplies from Russia. Through the Foreign Policy of Energy Dependent States approach, it is found that Italy maintains stable diplomatic relations with Azerbaijan to avoid energy supply disruptions. In addition, using Rational Choice Theory, it can be explained that Italy's decision to take a neutral stance on the Nagorno-Karabakh conflict is the result of rational calculations between energy interests and EU political pressure. Italy maintains close ties with Azerbaijan for short-term energy stability. Italy needs to find an energy diversification strategy to reduce the risk of too much dependence on one particular energy supplier.
