Abstract
This research is motivated with the new innovation be in the form of public service technology named CCTV is installed in each traffic lights to provide an understanding to road users about the importance of obeying traffic signs, decrease the number of offense and traffic accidents in Surabaya, East Java because it needs communication strategy from Polrestabes Surabaya. This research aims to know, to analyze and describe the communication strategy Polrestabes Surabaya with socializing the program "Tilang through CCTV" in Surabaya. This research uses qualitative description research with data method techniques conducted are interviews and documentation with model according to Hafied Cangara (2013:62) consists of five (5) processes : Research, planning, implementation, measurement and reporting. The result of this research is the strategy of Satlantas and Public Relations Division Polrestabes Surabaya in socializing the program "Tilang through CCTV" only make use of four (4) process among others : research, planning, implementation, measurement that have been done to socialize the program "Tilang through CCTV " Keywords : Communication Strategic, Socialization Program of Polrestabes Surabaya
