Abstract

Street vendors (PKL) play a significant role in Indonesia's informal economy, but their presence often creates conflicts with the government regarding the use of public spaces. The government, as seen in Surabaya, strives to regulate street vendors through regional regulations and enforcement by the Civil Service Police Unit (Satpol PP) to create a more orderly and clean urban environment. However, this effort frequently faces resistance from street vendors who feel their livelihoods are under threat. This study aims to examine and describe the policy implementation carried out by the Satpol PP in Tegalsari Subdistrict to enforce compliance and regulate street vendors in the Keputran Market area of Surabaya. A qualitative descriptive method was employed, with data collection techniques including observation, interviews, and documentation. Data analysis utilized an interactive model comprising data collection, data reduction, data presentation, and conclusion drawing. The findings reveal that communication, resources, and bureaucratic structure are effective indicators supporting the implementation of street vendor regulation policies by the Satpol PP. However, the disposition indicator remains suboptimal due to implementers' attitudes that do not fully support the policy execution. Improvements in this area are necessary to achieve the policy objectives more effectively.
