Abstract
The number of street vendors (PKL) in the Kedungdoro area, Surabaya on the protocol roads, makes the Surabaya City Government have to make efforts to control each protocol road. In terms of control, this means permanent eviction or relocation. Often this action is colored by conflicts between the parties in order and street vendors (PKL). The phenomenon that has been seen, of course, has become the duty of all components of society to think more deeply about the problem of street vendors in the Kedungdoro street area, Surabaya and this cannot be separated from the role of the local government, Satpol PP and the Cooperatives and SMEs Service of Surabaya City. This research method is descriptive qualitative with primary data collection through in-depth interviews and observations from relevant informants. Based on the results of the study that: 1. the factors that influence the success of the implementation of the policy are as follows: a. The policy makers and implementers in the field admit that there is no land available at the location and the number of street vendors is too much, then, controlling, as a last step if street vendors continue to refuse to participate in the arrangement program. 2. Disposition, that the implementer has a good understanding of the implementation of the policy and their respective duties and has a preference for values used in the implementation of the policy. External environmental conditions affect the implementation of structuring policies, namely with a conducive social environment. 3. Communication, the Surabaya city government and the Cooperatives and MSMEs Service involve the community by inviting representatives from street vendors such as the heads of street vendors' associations. 5. Bureaucratic structure, policy standards and policy targets in the implementation of structuring and fostering street vendors in accordance with the City of Surabaya No. 9 of 2014 can be said to be still inadequate.
