Abstract
Traffic management cannot be separated from the problems, one of which is traffic violations, this is of particular concern when the violation is committed by children. Efforts to impose sanctions on children as perpetrators of traffic violations by the police raise a problem because there are differences with offenders who are categorized as adulthood, so special handling is needed because in fact children are the next generation of the nation protected by the state through statutory regulations. This research can be formulated in two main points of the problem, namely to find out how to apply sanctions for children in traffic violations at the Surabaya Police and what efforts are used to overcome obstacles in applying sanctions to children who commit traffic violations. This study uses a qualitative method with an empirical juridical approach. Data collection tools used were interviews, observation / observation, and document study. It is hoped that this can be used as information for the public or legal practitioners as well as related agencies handling cases of children as traffic offenders and traffic accident perpetrators so that in the future they will get special and better attention and handling of cases. Because in practice, even though the implementation of the sanctions application process by the police is in accordance with the application of restorative justice with reference to the provisions of Law number 11 of 2012, in fact there are still discrepancies in its implementation. The non-conformity in the handling process to the imposition of these sanctions will cause an obstacle. To overcome these obstacles, efforts were made by the Surabaya Police to overcome these shared obstacles. Keywords: Application of Sanctions, Traffic Violations, Child Offenders
