Abstract
Dalam rangka mengurangi dampak keberlangsungan UMKM akibat adanya pandemi covid-19 maka pemerintah mengeluarkan kebijakan BPUM (Bantuan Pelaku Usaha Mikro). Kebijakan ini tertuang pada Peraturan Menteri Koperasi, Usaha Kecil Dan Menengah Republik Indonesia nomor 6 Tahun 2020 tentang BPUM dan Petunjuk Pelaksanaan BPUM nomor 98 Tahun 2020. Tujuan penelitian adalah untuk mengetahui implementasi BPUM di wilayah Kecamatan Gubeng Kota Surabaya. Teori yang digunakan dalam penelitian ini adalah teori model implementasi oleh Edward III. Jenis penelitian yang digunakan yaitu deskriptif kualitatif. Hasil penelitian ini menunjukkan bahwa: (1) Komunikasi sudah terimplementasi meskipun sosialisasi belum dilakukan secara masif ; (2) Sumber daya sudah terimplementasi dengan baik ; (3) Disposisi sudah terimplementasi meskipun respons pegawai kurang maksimal; (4) Struktur Birokrasi sudah terimplementasi sesuai dengan Standar Operasional Prosedur (SOP)yang berlaku untuk BPUM.
