Abstract

The increasing number of child violence cases is a matter of concern for the government, particularly for the established agency, the Population Control, Family Planning, Women Empowerment, and Child Protection Agency (DP2KBP3A) of Kediri Regency. This study aims to analyze the implementation of policies protecting children who are victims of violence in Kediri Regency. The primary focus of the research is on four variables according to George C. Edwards III's theory: communication, resources, disposition, and bureaucratic structure. The method used is a qualitative approach, collecting data through interviews, observations, documentation, and relevant literature. The research was conducted at DP2KBP3A Kediri Regency. The research findings indicate that (1) communication has been effectively implemented, evidenced by clear and consistent information flow among the head of DP2KBP3A, PPA department staff, and community outreach. (2) In terms of resources, such as insufficient staff numbers and facilities like the absence of dedicated shelters, it indicates that the resource variable is less effectively implemented. Nonetheless, existing resources have been optimally utilized through available information and authority. (3) Disposition in policy implementation has been well-implemented, marked by high commitment from policy implementers. (4) The bureaucratic structure at DP2KBP3A Kediri Regency has been well-implemented, evidenced by continuously updated SOPs tailored to current needs.
