Abstract

Indonesia's mineral resources sector is one sector that plays an important role in the national economy. As the second largest nickel producer in the world after Russia and the largest nickel exporter in the world. Until 2021, with production of more than 1.6 million metric tons, Indonesia controls 37% of nickel traded globally. This shows Indonesia's important role in the world nickel trading system. Moreover, if you look at the growth in demand for nickel in the world. Currently, nickel is processed into materials for making stainless steel, alloys, plating, and even electric vehicle batteries. To take advantage of the added economic value of nickel, the Indonesian government has started downstreaming and gradually reducing exports of raw nickel ore. This policy will increase the growth of the deep processing industry. Reducing exports also increases global nickel prices as a result of lack of supply. The slow and expensive transfer of nickel processing technology has encouraged Chinese investment in the China Belt Road Initiative (BRI) corridor. It is projected that this investment initiation will encourage the operation of 53 smelters in Indonesia by 2024. The policy of reducing exports to provide sufficient supplies of raw materials forces domestic mining companies to sell nickel to smelter operators at prices lower than world prices which tend to continue to rise. One of the nickel industrial areas that is already operating is the Indonesia Morowali Industrial Park (IMIP), which is one of the largest Chinese investment areas in Indonesia. This area is filled with Chinese-owned nickel processing companies such as Shanghai Decent Investment Group, PT Indonesia Tsingshan Stainless Steel and PT Qing Mei Bang New Energy Materials Indonesia. The existence of Chinese investment, its connection and impact on the Indonesian nickel industry, has given rise to the assumption that these large nickel processing companies are a form of soft power that China has over Indonesia. This research will use a soft power approach and is explanatory qualitative research. The data used comes from a literature review which will later be analyzed to draw conclusions.
