Abstract

Development is an effort made by the government to achieve community welfare, but in reality development achievements between regions vary due to differences in regional potential. The differences in potential in each region are the basis for the regional government of East Java Province to create a Regional Spatial Planning Plan (RTRW) by issuing a Regional Regulation which divides East Java into 9 development area units, one of which is development area unit III which consists of Madiun City, Madiun Regency, Ponorogo Regency. , Magetan Regency, Pacitan Regency, Ngawi Regency which aims to increase the effectiveness of planning and implementation of development in each region. The aim of this research is to determine the influence of local original income (PAD), human development index (HDI), and district/city minimum wage (UMK) on development inequality in development area unit III East Java in 2016-2022 using the williamson index analysis tool and panel data regression. The results of panel data regression using the Fixed Effect Model (FEM) approach show that together there is a significant influence from PAD. HDI, and UMK on development inequality in development area unit III, East Java. Meanwhile, partially, it was found that HDI results had a significant effect on development inequality in development area unit III, East Java, while PAD and UMK had no effect on development inequality in development area unit III, East Java.
