Abstract

The United States is known as one of the largest donor countries in the world. Based on data from the OECD, much of the United States' foreign aid is being distributed to countries in Africa, Asia and the Middle East in the recent years. One of the recipients of this assistance in the Asian region is the countries of Lower Mekong River Basin. The United States established the Mekong-US Partnership aid distribution program in 2020 as a new framework and expansion of previous aid programs. This policy is seen as a new phenomenon for American involvement in the Mekong region in the last decade which was previously characterized as weak. This research uses the theory of aid allocation motives as a theoretical basis and a qualitative research method to analyzes and explains the motives behind the United States' foreign aid policy to the Lower Mekong Basin region. The research results show that strategic, economic, identity and environmental motives are the dominant motives of the United States in its 2020-2023 Mekong-US Partnership aid distribution policy.
