Abstract
The main problem in development, especially in East Java, is the high gap or inequality that occurs between the Madura Island region and the Java Island region. Surabaya as the city center has also not been able to provide maximum impact, especially in development issues on the island of Madura, which is geographically close to Surabaya. One way that there is inequality between regions can be overcome by developing infrastructure for equality and overcoming inequality. Quantitative analysis is employed in this study, incorporating data on Gross Regional Domestic Product (GRDP), Investment, and Human Development Index (HDI) spanning from 1999 to 2019. The research period covers ten years before and ten years after the construction of the Suramadu bridge. The research methodology utilized is the Differential Test. The results indicate differences in GRDP and HDI levels among the districts of Bangkalan, Sampang, Pamekasan, and Sumenep before and after the Suramadu Bridge was built. Meanwhile, for the level of investment, only Pamekasan and Sumenep regencies have no differences between before and after the Suramadu bridge. This means that the relatively long distance between Pamekasan and Sumenep regencies and the Suramadu bridge is one of the factors that investment is underdeveloped and unequal between the other four regencies on Madura Island. based on concept Growth Pole Theory In Indonesia's regional development strategy it still has less impact evenly because it has more influence backwash effecti n most parts of Indonesia, including Madura Island.
