Abstract
This study aims to analyze the quality of economic growth in districts/cities in East Java using the Williamson index method and SWOT analysis. The Williamson index measures income disparity and distribution across districts/cities, while SWOT analysis identifies strengths, weaknesses, opportunities, and threats affecting regional economic growth. Secondary data on gross regional domestic product (GRDP), per capita income, and other relevant variables from various official sources were collected. Results show significant variations in economic growth quality across East Java, with some areas exhibiting strong and inclusive growth, while others face greater economic disparities. SWOT analysis revealed that internal factors like infrastructure, human resources, and innovation, along with external factors such as government policies and global economic conditions, play a crucial role in determining the quality of regional economic growth. Based on these findings, the study recommends an integrated strategy to improve economic growth quality in East Java, including increased investment in education and infrastructure, strengthening inter-regional cooperation, and developing innovation and technology-based economic sectors.
