Abstract

The refugee crisis is one of the persistent issues that arise alongside conflicts in a country. Conflicts within a country lead to many refugees choosing to flee their homeland in dangerous ways. As a result of this phenomenon, the 1951 Convention was established as an international instrument used by countries in efforts to address refugee issues. Australia is one of the countries that contributed to the drafting of the 1951 Convention and is a member committed to addressing global refugee problems. The author will explain Australia's compliance with the 1951 Convention through the Refugee and Humanitarian Program using Ronald B. Mitchell's compliance theory. This research employs a descriptive qualitative method by collecting secondary data such as books, journals, and other library sources. The result of this research is that Australia's compliance falls into the category of good faith non-compliance. This non-compliance is due to the formation of outputs, having achieved outcomes, but the impacts obtained are less than optimal.
