Abstract

Canada is one of the most consistent countries in accepting immigrants from all over the world, making it one of the most immigrant-friendly countries in the world. However, Canada has an Immigration and Refugee Protection Act (IRPA), which is a law to regulate the presence of immigrants in Canada, which includes a policy of mandatory detention for every immigrant who comes to Canada. However, in practice, the Canadian government has violated the human rights of immigrants by treating them inhumanely while they are detained in prison. This drew the attention of Human Rights Watch as an international non-governmental organization (INGO) in the humanitarian field to seek the release of immigrant detainees, as well as to urge the Canadian Government to change its policy regarding the detention of immigrants in Canada. This study aims to explain the advocacy strategy carried out by Human Rights Watch in urging the Canadian Government to release immigrant detainees in Canada using the Transnational Advocacy Network (TAN) theory. The research method used in this research is descriptive research with literature study analysis techniques. The results of the research obtained by the author are that HRW uses the four scope of strategies contained in the Boomerang Pattern strategy, namely information politics by publishing reports and articles on the official websites of HRW, Amnesty International, and The BC Poverty Reduction Coalition, symbolic politics by forming the #WelcomeToCanada and #EndDetention campaigns conducted with NOII and BCCLA, leverage politics by cooperating with Amnesty International as a driving actor, and accountability politics by influencing and binding nine Canadian Provincial Governments to stop the practice of detaining immigrants in Canada.
