Abstract
The Indonesian government has often demonstrated to the international community its commitment to addressing rising emissions, especially carbon dioxide. Therefore, Indonesia became one of the developing countries that received funding assistance from the World Bank. The funds were channeled through the Forest Carbon Partnership Facility (FCPF) program through the Carbon Fund scheme. East Kalimantan Province has been selected by KLHK because it has shown its commitment to reducing emissions. The formulation of this research problem is how the implementation of the Carbon Fund through the FCPF program in East Kalimantan in 2019-2023. The author discusses it in relation to the theory of Foreign Aid and its derivative theory, namely Environmental Foreign Aid. The theory divides aid classes into 'green' and 'brown' projects based on their scope. Based on this theory, the author analyzes and classifies the activities of the Carbon Fund program according to its aid class. The author describes descriptively, supported by data obtained from literature studies and secondary documents such as official FCPF reports and articles. To analyze the data that has been obtained, the author uses qualitative data analysis techniques. The results of the research answer that all Carbon Fund activity programs in East Kalimantan represent 'green' projects. However, of the 11 forms of 'green' projects, only 2 principles are not represented in the Carbon Fund program in East Kalimantan, namely Reforestation and Population/Family Planning.
