Abstract

National Interest is a goal that a country wants to achieve for its survival, and to achieve its national interests the country implements a policy that has been formulated and determined by decision makers in that country. The policies taken can be offensive and defensive, depending on the situation and conditions at the time of formulation. Russia decided to make a decision in the form of a Special Military Operations policy against Ukraine, signaling an escalation of the Russian-Ukrainian conflict in 2022. This research aims to find out the reasons and national interests that Russia wants to achieve over Ukraine, justification for Russia's steps in making this decision . Researchers use the theory of Foreign Policy Decision Making, where it is stated that in decision making there are factors supporting the decision to take a policy, including the international context, domestic political conditions, and the economic and military capabilities of the country making the decision. By focusing research on the three points of analysis in this theory, the reasons and national interests that a country wants to achieve behind its foreign policy decision making can be found. The research uses a qualitative research type with an explanatory method, where the research explains the correlation between the causes and effects of something that can happen. The research uses data collection techniques using the literature study method, with research coverage in 2021-2023. Based on the results obtained by the author in this research, the reason Russia took the decision in the form of a Special Military Operations policy was because Ukraine wanted to join NATO and this agenda was seen as a threat to Russia's interests in the future. By achieving its national interests, Russia wants to maintain its dominance, secure its territory, especially border areas, and always protect the security of its nation.
