Abstract

Indonesia is one of the countries with a population that makes a living of farmers. One of the leading products of Indonesian agriculture is food crops. Soybeans are one of the foods that are always consumed by most of the Indonesian population. Soybean demand continues to rise due to high demand, but on the other hand, Indonesia's soybean production tends to fall, so the government must import to meet needs. So the purpose of this study is to analyze the impact of soybean import tariff policy on changes in the welfare of the Indonesian people by analyzing the economic surplus consisting of producers, consumers, and government revenue. This study uses simultaneous analysis stages that will later show the impact of soybean import tariffs on demand and supply. The results showed a significant influence of soybean prices on demand and supply. The reduction in soybean import tariffs of Rp. 250 was proven to reduce producer surplus by Rp. 159.32 billion, while the tariff of Rp. 250 was proven to increase producer surplus by Rp. 158.23 billion. While for consumers, tariff reductions are proven to increase consumer surplus by Rp. 559.78 billion, while tariff increases by Rp. 250 result in a decrease in consumer surplus by Rp. 552.00 billion. Government revenue is also affected by import tariffs, where if import tariffs are lowered it will reduce government revenue, otherwise tariffs are increased it will increase government revenue. This research is expected to be a reference in implementing import tariffs to protect public welfare.
