Abstract

The main problem faced by society is the problem of waste. Due to the increasing amount of waste, the City of Surabaya has started to build several 3R TPS. One of them is TPS 3R Gunung Anyar, TPS 3R Karang Pilang, and TPS 3R Kedung Cowek. However, evaluation is still needed to assess the shortcomings of the three TPS 3R above. This aims to ensure that improving the quality of TPS 3R in the future can be implemented effectively, having a positive impact on the environment and the welfare of the local community. Evaluation of Waste Management Performance at TPS 3R is carried out based on 5 aspects in accordance with SNI 3242: 2008, namely technical operational, institutional, financing, legal and community participation aspects. The data collection methods used were interviews and observations, questionnaires, and observation of generation and composition calculations. Based on the results of interviews and observations, the three TPS 3R have not fulfilled the institutional aspects, organizational structure sub-aspects and operational technical aspects, the processing sub-aspects have not been fulfilled either by the Kedung Cowek TPS 3R. Based on the results of the questionnaire, the three TPS 3R fulfilled all aspects and sub-aspects that were used as questions. Based on the results of generation calculations, TPS 3R Gunung Anyar had an generation of 0.45 kg/person/day, TPS 3R Karang Pilang 0.48 kg/person/day, and TPS 3R Kedung Cowek 0.57 kg/person/day. The results of calculating the composition of waste at TPS 3R Gunung Anyar were 42.34% organic waste, 0.16% paper waste, 5.59% plastic waste, 4.61% waste from other materials, and 47.30% residual waste. At TPS 3R Karang Pilang, 53.10% of organic waste was obtained, 2.45% of paper waste, 4.60% of plastic waste, 2.95% of other material waste and 36.90% of residual waste. Then, TPS 3R Kedung Cowek found 34.63% organic waste, 3.94% paper waste, 10.27% plastic waste, 2.87% other material waste and 48.29% residual waste.
