Abstract

Women are a gender group that is vulnerable to becoming victims of violence because prevailing social norms often underestimate the role of women and the existence of structural inequalities that are clearly felt between women and men. This then encouraged the Council of Europe to forge an agreement on eliminating violence against women which was embodied in The Council of Europe Convention on preventing and combating violence against women and domestic violence or the Istanbul Convention. As a country with an alarming violence score in the European Union (EU), Bulgaria in 2018-2023 stated that it would not ratify the Istanbul Convention or support EU accession to the convention. This is in contrast to their commitment to the Istanbul Convention in 2016. Using Eidenfalk's theory of foreign policy change, this research is aimed at explaining the background and factors that caused Bulgaria to change its policy in dealing with violence against women through the ratification of the Istanbul Convention. The type of research in this research is descriptive with literature study analysis techniques.
