Abstract
Sunshine Policy is a foreign policy of South Korea toward North Korea during Kim Dae Jung‟s administration. It aims to reduce military tensions between North and South Korea as the main goal of Sunshine Policy. Three main principles of Sunshine Policy as follows, (1) no armed provocation by North Korea will be tolerated, (2) a takeover or absorption of North Korea will not be attempted, and (3) reconciliation and cooperation will be expanded. It was a clear shifting of country‟s stance in South Korea and resulted to the domestic political constellations in responding to the sunshine policy. Analyzed through the presidential system and representing groups, there were polzarization between the progressive and conservative sides. The progressive side managed to support the Sunshine Policy. Otherwise, criticism over the policy promoted by the conservative side. Despite the constellation within the presidential system and representing groups in South Korea, the implementation of sunshine policy was maintained accordingly during Kim Dae Jung‟s administration.
