Abstract
The increased amount of waste is a very crucial problem with its impact on various aspects of life, such as environmental pollution and air pollution. Maggot cultivation is the right solution for sustainable waste management and has the potential and the right solution for converted organic waste which can reduce the burden on landfills and have economic value. This research uses qualitative research. The aim of this research is to obtained information in the form of a comprehensive and in-depth description or picture regarding the Implementation of the Empowered Village Program through Maggot Cultivation in Sidoharjo Village, Gedeg District, Mojokerto Regency. Interviewed, field notes, and other formed of documentation are used to gathered information. Several steps in the data analysis method, included data collection, data compression, data presentation, and drawing conclusions or verification, will be used to analyze qualitative data in this research. The results of this research explained that the implementation of the Empowered Village program through maggot cultivation in Sidoharjo Village, Gedeg District, Mojokerto Regency has been carried out well and is able to strengthen the village economy. Demonstrated through the implementation of the empowered village program through maggot cultivation in Sidoharjo village, Gedeg sub-district, Mojokerto regency, focusing on policy content and implementation environment. The contents of the policy are divided into six aspects, namely the interests affected, the type of benefits, the level of change expected, the location of decision making, program implementers and the resources involved, which influence and played a vital role in the process of implement the Empowered Village program policy through maggot cultivation. And the implementation environment which is divided into three aspects, namely power, interests and strategies of the actors involved, characteristics of institutions and authorities as well as compliance and responsiveness are also determined factors for the success of program implementation.
