Abstract
Training for street children is still not running effectively and efficiently due to a lack of awareness among the street children themselves. The lack of normative behavior and compliance with rules as well as a sense of laziness mean that exploitation continues. This research aims to determine and analyze the role of the Surabaya City Social Service in overcoming the exploitation of street children in the City of Surabaya. The method used is descriptive qualitative research with data collection in the form of interviews, observation and documentation. The research findings show that the Surabaya City Social Service carries out 4 roles consisting of a facility role, an educational role, a representational role and a technical role optimally even though there are several obstacles, especially in the facility role. 1) Surabaya City Social Service in carrying out facility and technical roles through UPTD Kampung Anak Negeri as an implementing component in the welfare sector starting from providing housing, transportation, food and clothing needs, and facilities to support interests and talents, however, it is limited by capacity. accommodate human resources for street children. 2) The role of education is focused on 3 aspects, namely technical skills education, management skills education, and entrepreneurial skills education. 3) The representational role in the City Social Service is to collaborate internally and externally. The recommendation that can be given is that the realization of social welfare for street children cannot be ensured by the formation of UPTD but rather the establishment of legal regulations to create a deterrent effect and long-term family-based training accompanied by assistance from the Social Service. There needs to be a commitment of resources in the form of human resources and a budget that is capable of tackling the exploitation of street children.
