Abstract

The conflict between the Myanmar government and the Rohingya population peaked in 2017 when there was a large-scale exodus of Rohingya people who sought refuge in neighboring countries such as Bangladesh. The UN Security Council (UNSC), as the only part of the global governance regime with the mandate to create and maintain international peace and security based on the UN Charter, also has the right to act on the basis of the Responsibility to Protect (R2P) doctrine. However, in the decision-making process and actions taken, the UNSC experienced failure due to the gridlock phenomenon, which includes multipolarity, inertia, harder problems, and fragmentation. The analysis in this research uses qualitative methods with secondary data which is elaborated explanatively to explain how gridlock can occur and why it is the main factor in the failure of the UN Security Council to implement R2P regarding the conflict situation in Myanmar against the Rohingya population during 2017-2023.
