Abstract
This research aims to determine and analyze the implementation of the School Literacy Movement (GLS) in reading habits at SMPN 4 Sidoarjo. This research method is a qualitative descriptive approach. Data was obtained through observation, interviews and documentation. The research results show that the GLS policy has been implemented well, although there are several obstacles, this does not interfere with the GLS implementation process at SMPN 4 Sidoarjo as a whole and can be overcome well. The existence of the GLS policy is supported by the full commitment of SMPN 4 Sidoarjo as a stakeholder through the development of the school library by paying attention to the collection of educational, informative and recreational reading materials as well as the Calisline and Gerliterlis innovation programs which have produced various achievements in the field of literacy. The recommendation that can be given is that there is a need for coordination and discussion forums between each educational unit for sustainable GLS development. This is so that every educational unit, including SMPN 4 Sidoarjo, is able to observe, imitate and modify (ATM) innovative GLS activities in each educational unit. So it can motivate us to take a number of strategic and tactical steps that help other schools catch up with literacy learning. Keywords: Policy Implementation, School Literacy Movement
