Abstract
There are conditions where the child commits criminal cases or an act that violates the law where the act is very unreasonable, and It is also necessary to consider that the child's condition is a condition in which a person cannot know whether the action he has committed is good or bad deeds. Given that children must get protection and attention, therefore special treatment is also needed in a juvenile justice system. Diversion is a transfer of case resolution children from the judicial process to the process outside the criminal justice as referred to in Article 1 number 7 of Law Number 11 of 2012 concerning juvenile justice system. The Surabaya State Prosecutor's Office is an institution law enforcement in the Indonesian judicial system. State Prosecutor Surabaya is also obliged to examine the cases that come in It also includes diversion cases. Diversion process in general leads to the return to the original condition of the victims by records of the victims being willing to carry out diversion efforts in cases that. In the diversion process handled by the Surabaya District Attorney There are also obstacles that have the potential to hinder and reduce the success rate of the diversion process itself so that the District Attorney Surabaya must try to deal with the obstacles that arise and increase the potential for success of the diversion process. The subject matter the author takes is an analysis of the diversion process in the District Attorney Surabaya and the obstacles and efforts that have been made which will then compared to the laws and regulations related to diversion.
