Abstract
The availability of agricultural land is currently decreasing due to the growth of urban building development, resulting in a reduction of agricultural land for cultivation and potentially impacting environmental sustainability. This issue should be the focus of policies by local and urban governments to revitalize agriculture in urban areas (Urban Agriculture). Therefore, one easily applicable alternative solution is urban farming. This research was conducted in one of the villages in Surabaya, namely Kampung Songo Surabaya. The reason for choosing Kampung Songo for this research is that it serves as a model for urban farming in Surabaya, successfully transforming limited land into productive areas. The implementation of the urban farming program has turned Kampung Songo, once a dirty and garbage-filled environment, into a clean, green, and pleasant community. The objective of this research is to describe and analyze the role of the Department of Food Security and Agriculture in the development of urban farming in Kampung Songo, Sukomanunggal District, Surabaya. The research method employed is qualitative descriptive, with primary data collection through in-depth interviews and observations of relevant informants. Based on the research findings, it is known that the Department of Food Security and Agriculture of Surabaya City, in the development of urban farming in Kampung Songo, has effectively performed its three roles: regulatory, facilitator, and dynamizer. However, the Department of Food Security and Agriculture (DFSA) of Surabaya City needs to report the progress of the urban farming program in Kampung Songo with accurate achievement data.
