Abstract
This study aims to determine the role of trade unions/labor unions in the formation of a collective work agreement (PKB) according to Law Number 21 years 2000 concerning Trade Unions/Labor Unions and to find out the obstacles faced in the process of forming the PKB and what efforts were made by the union workers/labor unions to deal with it. This research uses the juridical method empirical research, namely field research or direct research. Data source obtained from interviews, applicable legislation and literature. The role of trade unions/labor unions in the formation of the PKB is as a formulator and responsible for the conformity of the CLA. The process of forming the PKB begins with: collecting the votes of members and formulating the PKB, until then it is negotiated with the company. There are obstacles encountered in the formation process PKB is a constraint on collecting members' votes, obstacles in delivering information, obstacles in management, financial constraints to constraints related to the condition of the company. Research result it can be concluded that in the formation of PKB there are obstacles that faced. In overcoming these obstacles, trade unions/labor unions make systematic efforts taking into account real conditions companies and workers. Keywords: Labor Union, Collective Labor Agreement
