Abstract
Parking is a place where vehicles stop for a short period of time or long, as needed. Parking is one of the elements of transportation infrastructure that is not inseparable from the transportation network system, so parking arrangements will affect performance of a network, especially the road network. The research method used by the author is an empirical juridical method. In this study the data obtained directly from the public roadside parking administration section of the Sampang Regency Transportation Service. So that primary data is data that is directly obtained from that section, either conduct direct interviews with roadside parking administration staff general data, observations and written reports in the form of overall data which are then processed by the author. The levies made by the jukir out of a total of 54 (five) twenty four) Jukir, located in 54 (fifty four) points in Sampang district, as well as target deposits made every day with the aim of achieving the target every month has been determined by the Department of Transportation of Sampang Regency. Regulations that have been determined by the Department of Transportation, almost all of the jurors commit violations in the deposit terms. Based on the observations made by the author obtained from the public roadside parking administration, 47 (forty seven) jukir from a total of 54 (fifty four) jurors who make deposits every day are not in accordance with the target if they are totaled each month. As for the settlement of civil disputes in default in the implementation public roadside parking management agreement in Sampang Regency: 1. Warning directly (in the field) to the parking attendant; 2. Issuance of warning letters; 3. Summoning Jukir to the Office of the Department of Transportation; 4. Termination of work or following up on negligence; 5. Discussion; 6. Giving sanctions to the jukir. Based on the current regulations violated by the parking attendant, the effort that can be done is the Department of Transportation take action to terminate work if the parking attendant has been negligent for at least 5 months, take a pay cut on the jukir if there is a violation or discrepancy in the deposit Every month.
