Abstract
This study aims to describe the implementation of the Berlian program in providing protection for victims of child violence at DP3AKB Sidoarjo Regency. This research method is a qualitative approach method. Data obtained through observation, interviews, and documentation. The results showed that the implementation of the program using the Edwards III model consisting of factors of communication, resources, dispositions, and bureaucratic structures obtained quite good results although they were unsatisfactory. This program has not yet been able to solve the problem of sexual violence against children. This is due to the fact that there are still many schools that have not received program counseling given the limited budget owned by DP3AKB. However, the existence of the Berlian program shows an achievement with the commitment from the Sidoarjo Regency Government regarding the rampant sexual violence as evidenced by the high number of cases of sexual violence through the formation of the PPA Task Force which involves synergy between agencies and related OPDs. The recommendation that can be given is that DP3AKB can make massive and comprehensive efforts to schools starting from the elementary, junior high and high school levels even in Islamic boarding schools, especially rural areas where the population is dominated by low levels of education.
