Abstract
Madiun City is one of the regions with the lowest added value for MSMEs in East Java. Mojorejo sub-district is one of the sub-districts where there are few MSMEs, namely 145. Although the number of MSMEs is not too low, this is a question mark considering that this sub-district is a potential area for Madiun City in the fields of trade, home industry and education. Therefore, efforts need to be made to develop the potential of the sub-district through empowerment. Regarding the problem of Mojorejo Village which has good potential for MSMEs but is less developed because there are still few MSME actors, there needs to be a role for the Village Government itself. The aim of this research is to describe and analyze the role of the Mojorejo sub-district government in empowering micro, small and medium enterprises. This research uses a qualitative descriptive method with a focus based on the theory of the role of government, namely the theory according to Gede Diva that there are 3 (three) roles, namely: facilitator, regulator and catalyst. The research results stated that the role of the Mojorejo Subdistrict Government in empowering Micro, Small and Medium Enterprises was carried out quite optimally. The role of the Mojorejo Subdistrict Government in implementing efforts to empower Micro, Small and Medium Enterprises has been carried out quite optimally, assessed through the regulatory dimensions which have been optimally implemented, the facilitator dimensions which have been implemented quite optimally and the catalyst dimensions which are still running less than optimally. Even though there are still several obstacles faced in implementing the program in realizing the objectives of the policy set, the role of the Mojorejo Subdistrict Government in seeking to implement the empowerment of Micro, Small and Medium Enterprises in Mojorejo Subdistrict, Taman Kota Madiun District has been implemented quite optimally in accordance with the 3 (three) focuses. the role of the public sector according to Gede Diva (2009:15).
