Abstract
Certified Internship & Independent Study (MSIB) is part of the program Independent Campus which aims to provide opportunities for students to learn and develop oneself through activities outside the lecture class. There are many companies as Internship & Independent Study partners Certified (MSIB) Batch III which will provide training, one of them is the Social Economic Accelerator Lab (SEAL). Social Economic Accelerator Lab (SEAL) has provided learning such as design thinking methodology, design sprint, scrum, web and mobile programming . In this report, Dept Culture and Tourism (Disbudpar) Banyuwangi Regency will be used as parties to work together in order to develop transformation the digital world in which is already underway for improvement. After identifying with the Culture and Tourism Service (Disbudpar), problems were found in the form of the absence of an information system which regulates loan facilities that were previously done manually. This results in the time required for the loan process increasing long. Then in the process of borrowing facilities there is waste such as permits carried out by correspondence. To overcome various This problem requires suggestions for this department maximizing the use of technology so that the loan facility process is possible run more effectively. From problem analysis, solutions to overcome problems located at the District Culture and Tourism Service (Disbudpar). Banyuwangi, namely by planning to create a form of information system website for the purposes of borrowing facilities by the general public so that the process can be done more concisely and efficiently. So that the borrowing process can be carried out carried out easily and there is clarity regarding the provisions and facilities and places that will be borrowed by the general public
