Abstract

One Belt One Road (OBOR) further strengthens the bilateral cooperative relations between Indonesia and China that have existed for a long time. This research aims to describe the implementation of OBOR infrastructure cooperation between Indonesia and China in infrastructure development projects in Indonesia from 2015 to 2023. This research uses Maldun's theory of international development cooperation to explain the implementation of the stages of international development cooperation in in terms of infrastructure. This type of research is descriptive qualitative using library data collection and documentation techniques. The results of this research show that the OBOR cooperation that existed between Indonesia and China from 2015 to 2023 was implemented in four infrastructure development projects, including the Medan-Kualanamu toll road project which began operating in 2019, the Jakarta-Bandung Fast Train (KCJB) project which began operating in 2023, the Kuala Tanjung Port project which began operating in 2019, and the Kayan hydropower project whose construction process started in 2022 and is estimated to be completed in early 2024. Using eight stages of infrastructure cooperation, it can be seen that Indonesia and China through OBOR have carried out needs identification, feasibility studies, project planning, project financing, contract implementation, project implementation, as well as project operationalization and evaluation, except for the Kayan hydropower project which has not yet reached the operationalization and evaluation stage because it is still at the stage of project implementation.
