Abstract

ABSTRACT This research aims to find out how China's efforts to carry out vaccine diplomacy to Indonesia during the Covid-19 pandemic. The emergence of Covid-19 as a global pandemic continues to threaten health security, requiring cooperation between countries in the world to prevent its spread. China, as the country where the Covid-19 virus was discovered, was swift in reducing the impact of the pandemic and trying to prevent it through vaccine diplomacy. Indonesia's worsening situation due to Covid-19 in 2020-2021 has made Indonesia the target of China's vaccine diplomacy. China's vaccine diplomacy to Indonesia can be declared successful in improving health security, which results in 3 main points; (1) Better Health, in the form of medical assistance such as PPE, masks and ventilators provided by China to help Indonesia deal with the transmission of the Covid-19 virus, especially for medical personnel in the field. This effort has 3 benefits, namely reducing the risk of transmission, reducing the serious impact of the Covid-19 virus, and reaching herd communities; (2) Improved Global Solidarity, diplomatic relations between China and Indonesia are an advantage for Indonesia because it allows Indonesia to receive Chinese vaccine assistance and has the most complete program among ASEAN countries; clinical testing of vaccines; delivery of vaccines to Indonesia; as well as expanded distribution of vaccines. China also helps facilitate vaccine production which is expected to make Indonesia a vaccine producer in the Southeast Asia region; (3) More Equity, the Covid-19 pandemic is a major threat to people's health security and right to life, therefore China issued a joint statement regarding the importance of peace and security for Human Rights, such as its protection in the context of Covid-19. This research uses a qualitative-descriptive method and uses secondary data obtained from library studies or literature which is the result of publications in the form of books, journals, internet, news, articles, documents and official websites, as well as previous research that is relevant to the topic study.
