Abstract
For instance, the Electronic Online Population Services (E-Open) application is used by the Bekasi City Population and Civil Registration Service to provide web-based population administration services. It turns out, though, that Bekasi City residents are still facing a number of challenges in the implementation of E-Open. Using George Edward III's Implementation theory, which Agustino (2020) cites, this study examines the E-Open policy's implementation in the Bekasi City Population and Civil Registration Service using four indicators: communication, resources, disposition, and bureaucratic structure. A qualitative research methodology was applied. According to the following metrics, the implementation of the E-Open policy has gone successfully, according to the study's findings: 1) Communication: E-Open information has been clearly communicated to the public. 2) Resources: although there is still room for development, resources such as personnel, data, legal standing, and facilities are available to enable the implementation of E-Open. 3) Attitude: Although personnel are capable and committed to E-Open, they are slow to solve issues. 4) Bureaucratic Structure: The E-Open implementation already includes SOPs and responsibility allocation in compliance with relevant rules.
