Abstract
Development is a process used in achieving national goals with economic growth as one of the indicators that can assess the success of a development in a country. A country's economic growth is accompanied by population growth, fundamental economic structure changes, and income distribution. This can be measured from the level of the Human Development Index. This study analyzes how the influence of economic growth, household consumption, and government expenditure on the Human Development Index in the City of Surabaya in 2011 – 2020. The analytical method used in this study is multiple linear regression analysis using the Ordinary Least Square (OLS) method. The results of this study indicate that there is an effect of economic growth and government spending both partially and jointly have a significant effect on HDI. ladder has no significant effect on HDI . The suggestion from this study is to increase community empowerment, especially for the poor regarding education and health, which must continue to be accompanied by an increase in strengthening the economic structure and improving the environmental quality of the city of Surabaya.
