Abstract
This research aims to discuss Japan's interests in the Joint Statement of the 23rd Japan-ASEAN High-Level Conference in 2020 using an analysis based on the Regional Security Complex (RSC) theory. As is known, the Indo-Pacific region is complex due to the presence of major countries such as Japan, the United States, Australia, and India. According to Barry Buzan and Ole Waever, most threats emerge more easily in a short period and over a relatively short distance. The RSC theory is applied with two internal and external variables to examine Japan's interests internally and externally. This research employs a qualitative descriptive research method to generate findings that Japan's interests in the Joint Statement are evident internally through creating regional security and stability in the geographic area, strengthening regional cooperation, and synergizing the vision of the Indo-Pacific. Simultaneously, Japan aims for external interests as a response to the hegemony of powerful states and as a preventive measure against transnational threat issues in the Indo-Pacific region. Japan believes that cooperation with ASEAN will provide security and stability in the Indo-Pacific region.
