Abstract
This research aims to discuss the role of NCT (Neo Culture Technology) as a non-state actor in South Korea's public diplomacy in Indonesia from 2019 to 2022. The background of this research focuses on the utilization of K-pop figures as non-state actors to conduct South Korea's public diplomacy in Indonesia in order to build a positive image for South Korea. The research methodology employed is qualitative descriptive, with public diplomacy as its conceptual framework. The results of this research will address the activities and role of NCT as non-state communicators for South Korea in Indonesia through three main processes: circulating information, advertising campaigns, and appealing to public opinion using the internet and social media platforms available.
