Abstract
This study aims to determine and analyze the implementation of a program of Free Food Social Assistance for the Poor in Sidoarjo Regency. This program is a form of social protection and security carried out by the Government of Sidoarjo Regency in the form of food for the poor so that they can maintain a healthy and prosperous condition. The research was conducted using descriptive qualitative research methods with data collection techniques using observation, interviews and documentation. The focus of research in this study uses 3 (three) models of analysis of Policy Implementation theory by David C. Korten, namely (1) Programs, (2) Implementing Organizations, and (3) Target Groups. The results of the study show that in general the implementation of the Free Food Social Assistance program for the Poor in Sidoarjo Regency has been implemented well, but not yet optimal.
