Abstract
Russia hosted the FIFA World Cup 2018. It is an international football competition that held once in four years. The FIFA World Cup 2018 is important for Russia after various issues and events that occurred before 2018 that made Russia’s name bad. That occurred such as: Crimea Territory dispute conflict, Russia’s intervene in Syria War, Sergei Skripal Poisoning, Anti-LGBT Law approval, racism, and bribes issue in FIFA World Cup 2018 host selection. The aim of this research is to know the effort of Russia’s public diplomacy through The 2018 FIFA World Cup to form a positive image. To answer the question, reserachers used qualitative method by reviewing valid and trusted data using study literature. The authors uses Mark Leonard’s Public Diplomacy Theory which show about three dimensions as implementation such as news management, strategic communication, and relationship building. The research found that the establishment of International Broadcast Centre, then theme that used in FIFA World Cup 2018, and FAN ID Policy were form of Public Diplomation that Russia uses. So, FIFA World Cup 2018 can be used by Russia to form a positive image in international stage.
