Abstract

This study aims to analyze the flypaper effect phenomenon through the influence of Regional Original Income, General Allocation Fund, Special Allocation Fund, and Revenue Sharing Fund on Regional Expenditures in the District/City of the Special Region of Yogyakarta Province. The data used in this study are secondary data from 2012 to 2021 sourced from the Central Bureau of Statistics of the Special Region of Yogyakarta Province and the Directorate General of Budget, Ministry of Finance of the Republic of Indonesia. The research method used is quantitative and processed using STATA 14. The analysis results show that both simultaneously and partially, the variables of Regional Original Income, General Allocation Fund, and Special Allocation Fund have a positive and significant influence on Regional Expenditures. However, the Revenue Sharing Fund does not have a significant effect on Regional Expenditures. Among the three intergovernmental transfer funds, the General Allocation Fund has the greatest influence on Regional Expenditures. The results also indicate the occurrence of the flypaper effect in the Regional Expenditures of the District/City of the Special Region of Yogyakarta Province.
