Abstract

Awareness of the important role of information technology governance in implementing IT to achieve the business goals of an organization. Information technology governance ensures that IT supports business objectives and aligns with business strategy. In the IT implementation process, expertise is needed both in terms of understanding and operating information systems, one of the factors that can affect the performance of information system implementation is human resources. STIESIA Surabaya is aware of the role of human resources as one of the supporting factors that influence the success of the IT implementation process. Therefore an evaluation is carried out by measuring the level of capability for human resource management to find out how far the level of readiness of STIESIA Surabaya to manage the resources it has is optimal and can achieve goals. COBIT 5 is the chosen framework because it is easy to implement in evaluating and improving IT governance efforts and has many references to previous research studies in conducting IT governance audits. COBIT 5 also provides services, be it a company, organization or government in managing and managing IT assets or resources to achieve business goals. The purpose of this thesis is to obtain the results of measuring the capability level which can be used as a reference for the level of readiness in managing human resources so that recommendations for suggestions for improvement in increasing the effectiveness of IT management are obtained in line with business goals. This measurement is based on the COBIT 5 Process Assessment Model which has an Assessment Project Steps consisting of several stages of activity in carrying out the capability level assessment process. The measurement results show that the APO07 Manage Human Resources process is currently at level 1 (Performed) obtaining a process score of 51% and is included in the L (Largely Achieved) category with a gap of 1 (one) level from the expected capability level, namely level 2 (Managed). Proposed recommendations for suggestions for improvement are organized into two categories, namely based on findings from basic practices and work products for level 1 fulfillment and recommendations based on gap analysis for level 2 fulfillment.
