Abstract
ABSTRAK Aktivitas paradiplomasi Skotlandia memiliki dimensi nasionalistik yang cukup kuat untuk menjadi bangsa yang merdeka dari Britania Raya. Kondisi tersebut mempengaruhi pola relasi hubungan pusat – dan non pusat pada aktivitas paradiplomasi Skotlandia. Tujuan penelitian adalah bagaimana pola relasi pusat daerah dalam paradiplomasi Skotlandia yang bermotif nasionalistik. Penelitian ini diuji menggunakan teori paradiplomasi secara universal untuk menganalisis motif paradiplomasi dan dimensi nasionalisme dalam paradiplomasi. Pola pusat - Daerah dalam Paradiplomasi diambil dari pemikiran Panayotis Soldatos yang bernada sama dengan instrumen Multiple Response Questionnaire yang ditelaah oleh Kuzetsov yaitu bagaimana posisi dan sikap pemerintah pusat atas aktivitas paradiplomasi daerah. Metode penelitian ini menggunakan metode kualitatif deskriptif dengan pengumpulan data melalui data sekunder. Dengan jangkauan penelitian pada tahun 2014-2022 pada era kepimpinan Nicola Sturgeon. Hasil temuan pada penelitian ini menjabarkan mengenai dimensi nasionalisme pada paradiplomasi Skotlandia, yang mana konstruksi identitasnya bertujuan untuk mempromosikan citra positif pada dunia, artikulasi kepentingan nasionalisme skotlandia mengarah pada kepentingan ekonomi dan kesejahteraan masyarakat. Mobilisasi politik teritorial memiliki intensi untuk referendum menjadi negara independen. Analisis pola relasi hubungan pemerintah pusat (Britania Raya) dengan non-pusat (Skotlandia) ditinjau dari motif penerapan paradiplomasi Skotlandia. Hubunganm strategis Skotlandia dengan negara-negara seperti Cina, India, Pakistan, USA, Canada membentuk motif paradiplomasi politik, ekonomi dan budaya. Sehingga pada tahun 2014-2022 fenomena yang terbentuk dari pola hubungan pemerintah pusat dan non pusat skotlandia adalah pola pola paralel-harmony. Gejala tersebut menunjukkan indikasi bahwa pemerintah Skotlandia bertindak independen di level internasional dengan beracuan pada Scotland Act 1998 sesuai dengan pelimpahan kekuasaan yang diberikan Britania Raya dan secara administratif penerapan tidak kontradiktif dengan pemerintah pusat. ABSTRACT Scotland's para-diplomatic activities have a nationalistic dimension strong enough to become an independent nation from Great Britain. These conditions affect the pattern of relations between the centre and non-centre in Scottish para diplomacy activities. The study aims to determine how the pattern of central-regional relations in Scottish para-diplomacy has a nationalistic motive. This research was tested using the universal theory of para diplomacy to analyze paradiplomacy motives and the dimensions of nationalism in paradiplomacy. The central-regional pattern in para-diplomacy is taken from the thoughts of Panayotis Soldatos, which has the same tone as the Multiple Response Questionnaire instruments studied by Kuzetsov, namely the position and attitude of the central government regarding regional para-diplomacy activities. This research uses a descriptive qualitative method with data collection through secondary data. With research coverage in 2014-2022 during the leadership era of Nicola Sturgeon. The findings in this study describe the dimensions of nationalism in Scottish para diplomacy, in which the identity construction aims to promote a positive image in the world, and the articulation of Scottish nationalism interests leads to economic interests and people's welfare. The territorial political mobilization intends a referendum on becoming an independent state. Analysis of the pattern of relations between the central government (United Kingdom) and non-central (Scotland) regarding the motives for implementing Scottish paradiplomacy. Scotland's strategic relations with countries such as China, India, Pakistan, the USA, and Canada form political, economic and cultural para-diplomacy motives. So that in 2014-2022 the phenomenon formed from the pattern of relations between the Scottish central and non-central governments is a parallel-harmony pattern. These symptoms indicate that the Scottish government is acting independently at the international level regarding the Scotland Act 1998 following the delegation of powers granted by the United Kingdom, and administratively, the application is consistent with the central government.
